Planning and Zoning

 

Baltimore County Department of Planning
Prepares the County Master Plan and local community plans, administers the zoning map process, and reviews development plans. Conducts research and administers County policy and regulations on historic preservation.

 

Baltimore County Zoning Regulations   Updated regularly
Gives specifics on how the County zoning law is to be implemented. The regulations can be very detailed. To stay up-to-date, be sure to review the recently enacted legislation impacting Baltimore County zoning law.

 

Comprehensive Zoning Map Process  (CZMP)
This process allows every parcel of land in the county to be reviewed for possible rezoning. Baltimore County has adopted "electronic zoning". Documentation of zoning changes and the official zoning maps have shifted from paper to electronic versions. Logs of CZMP issues are organized by Council District.

 

County Planning Board   Updated regularly
Updated regularly, has advisory role in making recommendations or decisions on the County Master Plan, Comprehensive Zoning Map Process, amendments to zoning and related regulations, area and special plans and other Master Plan amendments, planned unit developments, and developments that conflict with the Master Plan or that involve historic Landmarks.

County Executive
The chief elected officer in Baltimore County government who administers the county government's daily operations.

 

Office of Community Outreach

Baltimore County Executive Kevin Kamenetz has created the Office of Community Outreach to ensure that the people of Baltimore County are heard. Four Special Assistants to the County Executive staff the office; each have been assigned a specific area of Baltimore County. The Special Assistants provide a direct connection between our communities and the County Executive. You will expect to see them at community meetings, chamber of commerce events, and a variety of functions across the County. Community Development and Conservation

 

Baltimore County Department of Environmental Protection and Sustainability
Information on ground water, watershed, wells and septic systems, and the environment, including forests and wetlands, stream banks, and other programs. Administers and enforces environmental laws, regulations, programs, and activities for the purpose of conserving and enhancing the natural resources of the county and preserving and protecting the environmental health of its citizens.

 

Baltimore County Department of Permits, Approvals and Inspections
Oversees the use and development of the land; reviews new development plans and necessary public improvements each project requires; checks against building and zoning codes.

 

Baltimore County Department of Planning
Working closely with citizens, elected officials and other government agencies to formulate policies, plans and regulations to guide future growth and to preserve and enhance existing communities. Coordinates programs, policies, and capital improvements projects in Community Conservation Areas.

 

Baltimore County Department of Public Works
For matters dealing with trash collection, water and sewer, traffic and roads.

Offers historic preservation assistance. Provides grants to local applicants to assist with restoration, research, and educational projects.

Emergency Preparedness

 

 

Baltimore County Cooling Centers
During the months of May-September, Baltimore County Senior Centers are open to the public Monday-Friday from 8:30 AM to 4:30 PM for relief from the heat. When a heat emergency has been declared by Baltimore County, specific Senior Centers below will open as “cooling centers” with extended hours until 8 PM.

 

Baltimore County Emergency Operations Plan
The County has an Emergency Operations Plan (EOP) that it implements in times of crisis, including natural disasters and severe weather emergencies. The EOP is the basis for a coordinated response to any type of emergency or disaster that affects lives and property in Baltimore County. As such, it defines the roles and responsibilities of Baltimore County Government, private and volunteer organizations, State and Federal agencies within the county.

 

Baltimore County Warming Centers

Baltimore County has several “warming centers” available where you can get relief from the cold. Temporary, overnight shelters are also available seven days a week from mid-November through mid-April when temperatures reach 32 degrees or lower at the following two locations:

  • Eastside Family Shelter - 9100 Franklin Square Drive, Baltimore, MD 21237

  • Westside Men's Shelter - 55 Wade Ave, Catonsville, MD 21228

Early Voting in Maryland

Any registered voter can vote in person before the official election day at one of five locations designated for early voting in Baltimore County. Early voting takes place during a six day period prior to the official primary and general election day. Each early voting center is open continuously from 10 am to 8 pm each day except on Sundays, early voting centers will be open 12pm to 6pm.

American Community Survey: Get Data for Baltimore County - U.S. Census Bureau
An ongoing survey by the Bureau that updates data about Baltimore County. It is designed to provide communities with a fresh look at how they are changing between the decennial censuses. Its questionnaire will replace the decennial long form in future censuses.

The Bureau currently provides 2009 estimates for jurisdictions with a population over 65, 000 and estimates using 5 years of data collected from 2005 to 2009 and 2006-2010 for geographic areas with populations of 20,000 or more.
