General Steps for Implementing
Work-Based Learning and School-to-Work Transition Systems

    Establish a philosophy that all students should be prepared for citizenship, further learning and productive employment capable of making a living.
Conduct technical assistance for all stakeholder groups, i.e. school boards, parents, all educators (at all levels) and business/industrial/community agencies.
Establish school site STW steering committees at all schools elementary through postsecondary.
Implement career awareness and exploration activities at all elementary, middle, high schools and postsecondary levels.
Establish ICDP's (Individual Career Development Plans), for all students starting no later than the third grade.
Establish career cluster pathways starting by the 10th or 11th grades for all high school students including careers requiring college and university preparation.
Initiate all 10 th and 11th grade students declaring a career major.
Integrate academic and occupational preparation and make all learning, meaningful, applied and contextual.
Implement work-based learning activities for all students school- based and job-based.
Establish partnerships with business/industry/labor/community groups.
